explaining that information regarding the change
in the Straits Settlements proposals to which Sir
William Peel refers in the last paragraph of the
despatch has not yet been received from the Straits.
I think the consideration of whether
copies of this despatch are to be sent to the Anti-
Slavery Protection Society or elsewhere should await
the receipt of information from the Straits Settle-
ments as to the change in their proposals, as such
a change, if effected, will certainly arouse immediate
criticism. Six spare copies of No.9 with enclosures
could now be made for future use.
